Pluto Finance loans deliver low-carbon housing in west Wales

Pluto Finance has completed its first residential development loans in Wales, providing £8.9 million in funding across two schemes that will deliver 56 energy-efficient homes in Ceredigion and Pembrokeshire.

The loans, drawn from the Welsh Local Government Pension Scheme’s WPP investment sleeve, support regional growth and sustainable development, with both sites being delivered by Obsidian Homes. Pluto said the deals reflect its growing focus on environmentally aligned, borrower-friendly finance in areas where housing demand among local people is acute.

The first loan, for £4.35 million, supports the initial phase of a 37-home scheme in Llanarth, a village in Ceredigion near a popular holiday destination. This first phase comprises 21 units – 16 for open-market sale and five affordable homes, which will be offered at 70% of market value to eligible buyers, including key workers. The second phase of the scheme, which will include a further 16 homes, is set to begin once sales of the first phase have progressed.

A second facility, worth £4.57 million, will fund a new development in Kilgetty, Pembrokeshire. The site will comprise 15 open-market homes and four affordable apartments that will be acquired by the local council. The scheme is already under construction, with Pluto stepping in to complete the funding package within two weeks of formal credit approval.

Both local authorities have supported the schemes, which focus on delivering homes for local families, reducing second home pressure, and supporting local employment. The developments feature timber-frame construction, EPC A ratings, photovoltaic panels and low-carbon heating. According to the developer, lifetime carbon emissions could be cut by up to 92%.

The first tranche of homes is due to complete in 18 months, with sales expected to take a further six months. Obsidian Homes reported strong early demand, with two homes reserved before formal marketing commenced.
