Proof HIPs held back the housing market: Agency Express

Agency Express says its latest Property Activity Index clearly shows that Home Information Packs (HIPs) were “holding back”” the housing market as there has been a massive surge in properties being put up ‘For Sale’ since the Government announced that they were to be suspended.
