Fleet unveils Renters’ Rights Bill guide for advisers and landlords

Fleet Mortgages has launched a new guide designed to help advisers and landlords prepare for the sweeping reforms contained in the forthcoming Renters’ Rights Bill.

The buy-to-let lender said its publication, Getting Landlords Renters’ Rights Ready: A Guide for Advisers, sets out the major changes that will follow when the legislation is expected to receive Royal Assent this autumn, coming into effect in early 2026.

Among the most significant measures are the abolition of assured shorthold tenancies in favour of rolling monthly agreements, the end of Section 21 “no fault” evictions, restrictions on rent increases and new rules to prevent rental discrimination.

The bill will also extend the Decent Homes Standard to the private rented sector and require landlords to register on a compulsory database and join a new ombudsman scheme.

The guide details each of these areas, with checklists intended to help advisers give practical advice to clients on how to adapt their portfolios to comply with the new framework.

Steve Cox, chief commercial officer at Fleet Mortgages, said: “The Renters’ Rights Bill is set to be the biggest shake-up of the private rented sector in decades, and its impact on landlords – and their advisers – cannot be overstated.

“From the end of fixed-term tenancies and Section 21 evictions, to stricter rent controls and mandatory registration, this legislation will fundamentally change how landlords manage their properties and interact with tenants.

“Advisers have a crucial role to play in helping their landlord clients understand not only what is changing, but what it means for their tenancies, their compliance obligations, and ultimately the performance of their portfolios.

“Landlords who fail to prepare risk longer voids, higher turnover, and even being unable to legally let their properties.

“This new Guide sets out the key measures of the Bill in clear, practical terms, alongside actionable checklists advisers can use to ensure their landlord clients are Renters’ Rights ready.”

The guide is available now in the literature section of the Fleet Mortgages website, where the lender’s product guide and full lending criteria can also be accessed.
